No, currently pathogen, VAM, vundle and neobundle don't support Vim 8's packages feature. Vim 8's packages feature provides a similar functionality to pathogen, so you don't need to use pathogen if you use Vim 8, but it doesn't provide a way to install/update/uninstall plugins.
