Hi Hank, I believe what you are looking for is a program that has time stretching. Garageband doesn't do this but there is a work around. To do it you will need a program to change the BPMS of your sample. I suggest getting audacity for this task. I will be putting out a tutorial on how to do what your question asked. 1. importing samples into garageband and 2. Synchronizing your samples. So stay tuned.
