yea, sorry, my bad.  Was thinking of media incompatibility - some 
CD-ROM drives cannot read some burned media brands.

Good.  That means it's not a disc type or drive incompatibility.

A codec is any module / plug-in that encodes or decodes a data format 
for the software layers above/below.

In this particular case, I'm thinking the problem is that the OS 
isn't recognizing the underlying data format on the disc (the format 
underneath the hybrid file systems).

The classic Mac OS, since 8.1, has included Apple's UDF Volume Access 
extension - a codec to support UDF 1.02.  According to my notes, data 
CD-R support wasn't added until the UDF 1.5 standard.  Products such 
as Toast include that support.  In leiu of that, there was a free 
product from Adaptec, also called "UDF Volume Access", that supports 
UDF 1.5.  Check the normal repositories for it.  If you don't find, 
email me privately - I probably have a copy.
