First thing I would do is, with POWER OFF, open the II+ and remove any cards in any slots, and any game controller if attached. Check that the speaker cable is attached and solid. If you're looking at the top of the case, the connector is in the lower right hand corner.
Then, without even worrying about the monitor, turn it on. It should go beep. (The IIe's should do the same, for a reference point.) If it doesn't, it may or may not be salvageable, but it is hard to know where the issue is; it could be the power supply (you could try using one from a IIe that is verified as working). If that doesn't help, you may want to remove and reseat chips, though I can't advise as to which are the best to start with, and obviously if you're not careful (or even if you are) you can make things worse. If you do get it to beep, then try attaching the monitor. If no go, then try any other device which can except a standard composite video input (e.g. a TV).
