Hi,
 
The high-frequency wheening and clicking sounds are from your hard drive. I
guess it's dead now.
Probably due to age or frequent power loss.
 
The logic board of the Mac Portable has the same issues as seen with SE/30
and Classic II logic boards: failing SMD capacitors. They need to be
replaced. 
However I had mixed results with just replacing all the capacitors only as
in this case the voltage regulators and diodes also seem to fail.
 
Eventhough you don't see any fluid leaking from the capacitors yet, some of
them will probably already be shorted with is causing the board to fail.

Thats one of the issue im having with 80% of my boards -- due to 20 years of
old capacitors. I'm gathering parts now to rebuild mine. I have two systems
and a handful of boards. Is yours backlit or non-backlit?
