That's true of most System and Mac OS versions. Any Mac a specific version will
run on that was released before that OS version, doesn't need an enabler or
other machine specific update.
IIRC, the Mac OS 7.5.5 update was the single biggest "Enabler rollup" where
Apple integrated all the changes required to make 7.5.5 run on any pre-existing
Mac capable of running 7.5.5.
