Asante is the only brand I can say for certain has the problem.  That is 
on the 10BaseT side.  I haven't made a study of it but it does seem that 
all Asante of that vintage have the problem.

I don't know about the 10/100 end of it.  I know I've encountered the 
problem with a variety of switches.
