I've already tried them all, and they aren't betas. The one labelled 
"0.0" is the original release from the 128k Macintosh (Finder 1.0/System 
0.97). The 0.1 labeled one is the System .97/Finder 1.1g that's been 
floating around.

I expect it might be what Apple called those systems back in the day 
before the unified versioning.
