Magic erasers. They work wonders on nylon-type things, because they gets down 
in the crevasses. 
Use water on a wet rag/paper towel to wipe off the white powder. (Or wash it 
down with water.)
You can even augment the eraser with a soap-based all purpose cleaner to break 
down the dirt & grime.
