You can use ADTPro (http://adtpro.sourceforge.net/)  to bootload
ProDos to the Apple IIe over the cassette or serial port (need super
serial card for that) with a cablr (need a DB-25 to DB-9 serial cable
and serial port on your computer or a straight through 3.5mm audio
cable). Then just write ProDos to a disk if you have an Apple II disk
drive and an actual disk. The audio method is fairly slow (I've done
it), and I suspect you should use serial if you have a card and cable.
The download site has very good instructions. Good luck with that.
Also there is a lot of software available on the web for emulators
that can apparently be messed with (using CiderPress -- 
http://www.faddensoft.com/)
and gotten on a disk via ADTPro as well. Some software archives (yes,
even some games) that are available include : 
ftp://ftp.apple.asimov.net/pub/apple_II/
and http://mirrors.apple2.org.za/. If you just want to play with
AppleSoft basic, here are some online references:

don't know much about the whole thing, but I've been reading a little.
I just got an Apple IIe (the one I have) off eBay recently.  You can
find some of the Apple II manuals on scribd.com too. Good luck with
