Look for an older version of Anarchie (precursor to Interarchy), I think there are still versions floating around on some of the download sites and FTP archives. There may be others but that was one of the best, and only one I recall right off. :D
Someone else already mentioned iCab as browser alternative, but I'll second that. Last used it on a PowerMac running Sys. 8.6 but they're cool enough to still have old binaries on their website supporting back to System 7.5 on 68k.
