Meguiar's Plastix and Mother's Plastic Polish are good for plastic. If that ice cream stuff is even finer, use it after one of those.
For deep scratches you'll need something coarser to start with. Get a selection of wet sanding paper starting at 600 grit then go up through 800, 1000, 1200, 2000 and 2500 grit. Through hobby supply companies you can get even finer grits of sanding film which are waterproof.
