First unit is a failed hard drive for sure. Second unit is rom issue. You could try removing p ram battery and putting in a new one and seeing if it goes away but will most likely need a new MB. Resetting won't help as the pram batteries are dead, I'd bet on it for sure. Its been a while but I'm pretty sure the SE's had a soldered battery to the main board unlike the 128 to plus which had the big double a battery.
I would also assume the pram battery is dead on first unit is also another reason it takes so long to go to flashing question mark. Without the battery the unit has to check the rom and full start up each time it's powered on. Good luck.
