I can't help you directly as I am not looking at this power supply, however, have you checked to make sure that none of the capacitors have gone bad? you may need a magnifying glass to see any cracks in some capacitors. Given the age of this device, bad caps is always a problem. Also check the 'electrolytic' caps to make sure they are not bulging.
I only mention it because I had to recap the analog board of my Mac Plus.
