A common problem with USB to serial adapters is when the flow control wires are left out. That could result in the symptoms you describe. Many serial devices either don't care or have some in-band method of flow control, either XON/XOFF or null padding on a prescribed formula.
In fact, USB to serial adapters are a real disaster area if the sheer number of drivers for them in the Linux kernel is anything to go by. If you buy a new one it's touch and go whether a driver has been written for it yet, let alone included in the OS version you're using. It might therefore be a better idea to find a PCI multifunction card which includes proper serial ports.
