Changing out the capacitors can certainly affect this. Mine wouldn't power up without it. I didn't replace every single one on my IIci board, but it wouldn't start without the ones that I did.
Of course, now it won't start if it's really cold. The room that it is in in our house isn't heated, so I have to set a little space heater next to the thing and give it a few minutes to warm up physically before it will power on. :) I guess I'll have to get after it again. Have you tried pulling the PRAM battery?
