The monitor power doesn’t go through the PSU’s electronics, but through a 
simple relay.  That’s standard for old PC PSUs with the same feature, too.  The 
relay gets switched whether there’s a load on it or not.

However it may be worth mentioning that a modern LCD monitor can be used with 
old computers like a beige G3, as long as you can get an SVGA signal across.  
New monitors tend to consume much less power in standby (when the video signal 
disappears) than old ones do.
