Would it happen to be "some guys name Extension Manager" with a red 2.0
"spray painted" on the interface?

I can't remember the name and my Mac is offline right now.

It doesn't have an explicit option, but I never thought to try dragging the
extensions around.

This utility actually manages extensions, control panels, fonts, and a
few other system folders.
