I know this subject has come up from time to time and I don't know if 
any one was able to answer it.  I just set up a IIsi with two 
Ethernet cards and both work.  I didn't try routing but I did 
configure one for AppleTalk and one for TCP/IP, both connected to the 
same physical network.  It works fine.  According to MacEnvy one 
shows up in slot 9 and the other in slot B.  The AppleTalk control 
panel reports them roughly that way (Ethernet Slot 9 and Ethernet 
Slot 11).

This is under OS 7.6.1 and OT 1.1.2.

I had to dig around inside a IIsi any ways and thought I'd satisfy my 
own curiosity.
