Try some ammonia based window cleaner, like Windex,
on the rubber and rubber-ish parts that pick up and
transport the paper.

Little bits of paper rub off over time and create a
sort of "glaze" on the rubber parts which makes them
slick and unable to grab the paper.

Glass cleaner is also excellent for cleaning mouse
balls that have gotten grungy and too slick to grab
a mousepad.

If cleaning the stuff with glass cleaner doesn't work,
spend the money on the parts.
