I think its the motherboard. But I just wanted to point out that the PSU from a PPC 7100 also is a plug in replacement but offers some increased Wattage. I actually bought a 7100 for $5 and used its PSU for one of my IIci.

PPC7100 running 7.5.5 ...... just an outdated slow computer.

Mac IIci running 6.0.8 ..... wow!!!!
