Charles,
Put your meter on the leads to the light, RIGHT AT THE LIGHT, to see if
you truly do have a solid 12VDC.
I'm assuming that your battery is up to snuff and reads 12.5 volts or a
bit more without the converter being plugged in. If it reads less than
12 volts, it either needs charging or is shot.
