My thoughts on this: A choke speeds up the starting process by
enriching the fuel/air mixture. A choke is not absolutely necessary
for starting. Most dual carbs (such as the ones I'm running) don't
even have a choke.
To check the action of the choke, check:
1. Is the choke plate in the closed position when the engine is cold?
If it is, then the contribution of the choke to starting the engine
is fulfilled. If not, then adjust the setting of the choke heating
element (Bentley shows how) and/or look for binding of the plate or
its linkage.
2, As the engine heats up, does the choke heating element rotate the
plate toward a vertical - fully open - position? The throttle plate
must be moved occasionally to allow this to happen. If so, then the
heating element is functioning. If not, then it must be replaced.
3. Although this has nothing to do with the ease of starting,
several minutes after starting the engine, is the choke plate fully
vertical? If so, then the element is fully operational.

Hey all,
I forgot/neglected to do anything with the choke assembly
during my rebuild of the 30 pict 2 carb in my 66. Could this be the
reason why it is difficult to start?
I will rebuild the carb after work today, if there is still time.
