Jim,

Yes, that happens sometimes. Skype is in major need of an
accessibility overhall, but unfortunately the development team does
not seem to care very much about making Skype play nice with
VoiceOver. If you care I recommend you send in feedback, you can
probably most easily do so from the app or you can work your way
through the Help/Support section on the website until you get to where
you can send an email. I have a feeling many people complain, but
since Skype doesn't make it very easy to send feedback by having an
easy-to-remember email, I think probably very few people actually
complain to them.

If that happens about VoiceOver not reading anything, just press the
Home Key to get out and then go back in or go to the app switcher
after you are out and remove Skype from there. Not a great solution,
but one that works.
