It may be a case of being in the right place at the right time. I would expect that some of the testers are probably librarians that work at cooperating libraries. Other times, you may see an email on a list such as this asking for testers. I would imagine that if you are developing a big app that will likely be popular, like the NLS app, you probably have a list of private testers and use them to test the app.
