If local weather is on the first one should be where you are at that moment.
Double tap on it and it should bring up the weather app from where you can switch to other cities you have saved.

I guess I'm still confused here. When local weather is turned on, if I go to edit cities and add Santa Cruz, it now says I have two cities showing. It calls them both Santa Cruz. If I turn off local weather, I then have one city of Santa Cruz. My two cities of Santa Cruz have very different weather forecasts. When I travel, if local weather is turned on, will that forecast change based on where I am? Thanks.

My experience is that the weather widget shows the weather of whatever city you select in the Weather app. So find the closest city to you in the weather app and focus on the page showing its weather. The weather widget should then show that city.
