I would do it the following way: 
1. Open the text message and make sure vo is focussed on the content. 
2. If the number is formatted right it should be a link. You can navigate to it 
by selecting links from the rotor menu. Note that the links option does not 
appear in the rotor unless you have a link in your text message and the focus 
is on it.

3. Flick down and you should land on the phone number. 
5. Double-tap and hold on it and you should get a menu with one of the options 
being "add to contacts". Here you should be fine either to create a new one or 
add to an existing one.
If the phone number is not a link it is a bit more tricky. Nothing like the 
good old memory to remember it and mark it down manually in your contacts. Or, 
if it works out that the number is read out in one word, you can perform the 3 
finger quadruple tap to copy last spoken voiceover item to clipboard and paste 
it in the desired contact.
