The easiest wy is to find the action in the middle of the screen, and swipe a finger down until you hear "add to workflow". Double tap, and that should do it. Once the update reaches me, I'll do a podcast for AppleVis on this. I helped beta test it, so I know this new version quite well and can say that, at least for me, VoiceOver was working well overall.
