I know that there is an app called Braille Sonar that is a reference--that is, 
it allows you to look up symbols to see how they are written in Braille. It is

The Braille Screen Input feature of iOS 8 does provide some feedback also which 
you might find helpful. For instance, when you activate Braille Screen Input, 
if you touch and hold, you will enter Explore Mode; drag your finger around to 
discover how the Braille dots are laid out, and lift your finger to exit 
Explore Mode. If you set VoiceOver to echo characters or both characters and 
words, and if Braille Input is set to uncontracted, you will get VO feedback as 
you type each character. For contracted Braille, you will get feedback of the 
current word you have typed once you have flicked right with one finger to 
input a space.

In terms of apps which actually provide interactive exercises for learning 
Braille and which are accessible, I have heard of one called Braille Tutor, but 
as that is an iPad app only, and I do not have an iPad, I cannot say anything 
else about that one...

If I type "Braille" in to the App Store, I do see several apps such as Learn 
Braille Alphabet, Learn Braille Numbers, and others which provide interactive 
exercises, but I know nothing about them in terms of whether they are meant to 
be used by VoiceOver users...
