It happens in both ways whether switching from a to b or from b to a.

Hello Feliciano,

 

If it isn’t a bug, why does the same speech rate setting give faster speech in 
the second language, the one that is different from the current language of the 
iPhone? Such an inconsistency seems like a bug to me.

voiceover, speech, you will have the  ability to change the speed of each 
language  if you activate  the more info button.
