Hi Wayne, it may take some days for the badge to update, depending on when the phone checks for updates, but if you check manually, it's there at the same time for everyone. A few of my clients were tripped up yesterday by the fact that there is a focus issue in the iOS 8.2 updates screen. So some people aren't finding any reference to the update when they flick through the screen. If you explore the screen by touching it though, people eventually find that the update is indeed there.
