Technically, since I don't know the whole story but if your mom owns the contract on the phone even if you had paid for it. It was on her account as a contract. So if she reported it stolen and turned off the phone. She is the only one that can call them to turn it back on. You won't be able to unlock the phone to take it another carrier without it being reported stolen. Verizon won't unlock it because it is reported as stolen and if the contract hasn't been paid off then I'm afraid you own a brick until she reverses it.
