Hi. The actual iCloud back up itself does not contain the apps. All that 
contains is a stub saying okay, these of the apps that need to be downloaded 
from the store when you're restore from said backup. I'm sure there are other 
things I'm missing, but as far as comparing the size of the backup to the 
amount of storage space on your phone, that's why the backup is a lot smaller.
