Yes, not only can iOS 9 be installed on devices going back to 2011 (iPhone 4S, 
iPad 2, iPod ?Touch Fifth Gen), there is a good chance it will run better on 
these devices than iOS 8 does because Apple is concentrating on making the iOS 
experience smoother, faster and better with iOS 9. While they are also adding 
some new features, the emphasis is on performance and the user experience. 
Furthermore, even 8 Gb devices are easier to upgrade since an over the air 
upgrade only requires I believe 1.3 or 1.4 Gb of free space whereas iOS 8 
required 4.8 Gb. In my opinion anybody who now has iOS 8 on their device will 
be better off upgrading once iOS 9 is released which most likely will be around 
September 18-20 if what Apple did in the last few years is also what ewill 
happen this year.

Anybody who wants to find out more about iOS 9 should start checking online 
starting some time in Jul when the iOS 9 public beta is released. Another great 
source for information is the Today in iOS Podcast, a weekly podcast about iOS 
devices including the Apple Watch and about iOS and apps.
