Yes, of course they should speak when you touch them otherwise how can you know what you touch/type? So are you saying Voiceover works, but when the keyboard pops up you don’t get any feedback when you slide your finger around the screen? Have you tried to reboot the device?

Here you can set if you want typing feedback to be None, Character, Word or both Character and Word. You can set this individually for the virtual and external keyboards. Maybe his is set to None in which case, however, Voiceover should still speak each letter as you touch it, it just won’t speak it a second time when you release it.
