What are you actually trying to do? It sounds like you want to buy a gift card for somebody else? If so keep in mind that an iTunes gift card is not the same as an Apple Store gift card. Yes, there is no point sending an iTunes gift card to somebody who does not have an Apple Id, all you can buy with an iTunes gift card are apps, music, movies and so on. If somebody has no iOS device or at least uses iTunes on the computer then then the gift card would be useless.
An Apple Store gift card you have to buy at an Apple Store or other place that sells them and they are actual cards and they can be used at an Apple Store where you can apply the amount of the gift card to whatever you purchase. You cannot use an Apple Store gift card to buy anything on iTunes. Also, keep in mind that if you buy an iTunes gift card or Apple Store gift card here in Canada (I belive you are from Canada, right?) that they can only be used on the canadian app store/iTunes store or in Canadian Apple Stores. You cannot send an iTunes gift card bought from the Canadian store to somebody outside the country. If you want to buy an iTunes gift card for somebody in a different country you have to buy a physical card I that country and give it to them, it is not possible to log in to a different country’s app store and buy a gift card there with your Canadian Apple Id and credit card.
