I was also using a 4S.
I didn't rush it but did notice something very interesting.
This also happened to me on one other similar occasion, when I think the
download had already downloaded, so I started from that point of wanting to
install.
We remembered what had previously happened, that I had received a phonecall
which had come through, apparently activating the system at the same time.
Until that point, on both occasions we did not hear anything from Voice-Over,
nor were we aware of any reboot.
I don't think this was a coincidence though because the first thing I heard on
both occasions was the ringing of my phone.
I have notified Apple Accessibility of my experiences.
