On my 5S it was there in 8.3 and it is there in 8.4. I do use it on a fairly regular bases and never noticed that it was gone. It is where Andrew said, one swipe to the right of the unlock button or, if you touch the screen, it is at the bottom right. Are you using a passcode or touch Id? I do notice that sometimes when I press the home button and it doesn't recognize my fingerprint right away it goes straight to the keypad where I can enter my PIN and I have to lock the phone again and bring up the lock screen a second time or double tap on the cancel button on the keypad screen before I get it without the keypad. There is no camera button if the keypad is displayed.
