I have a somewhat limited understanding of this, but from what I can tell, 
tables are certainly able to be re-ordered using VoiceOver. I haven't tried 
this, but he may need to either subclass UITableView, or add a delegate to his 
table's view controller that implements accessibility-specific methods. For 
instance, telling VO where a row has moved might be a delegate method or one a 
subclass must implement, much as one must subclass UISlider to control how far 
a single swipe moves the slider. If he wants to, he could reach out to the 
developers of Workflow; they did a similar thing in their app and had to figure 
out how to properly implement this behavior. I don't know if they used a table 
or not, but it's worth a try.
