Don't reset your phon just yet. If you haven't done so already, add the volume 
setting to your rotor. You can find that in the Settings app, under 
General/Accessibility/VoiceOver/Rotor. After that, turn to volume in your rotor 
and do a one-finger flick up. This will raise your VO volume. Then use your 
volume down button to lower your VO sounds. If your VO volume gets too low 
again, just do another one-finger flick up with your rotor set to volume.
