I've just discovered that you can now view your iCloud drive in iOS 9 and can have it put on your Home screen if you wish.
It all appears to work for me, with a 4S and I was able to find a couple of files that could be deleted. You do get a warning that deleting such files will remove them from each item you use with iCloud. That is fine with me! <Smiles> Incidentally, I didn't have room on my Home screen, so it very kindly put it on the second page for me, which equally suits me. This is another plus for me!
