Hello,
I was able to tease out the commands from this page on my Windows machine. This web page is very tricky to use. Here is what I got from the page:

You can control VoiceOver using an Apple Wireless Keyboard paired with iPhone. See
Use an Apple Wireless Keyboard
.

Use VoiceOver keyboard commands to navigate the screen, select items, read screen contents, adjust the rotor, and perform other VoiceOver actions. For the commands, you can use the Control-Option key combination or the Caps Lock key, abbreviated in the list that follows as “VO.” (To choose a modifier
key, go to Settings > General > Accessibility > VoiceOver > Modifier Keys.)

You can use VoiceOver Help to learn the keyboard layout and the actions associated with various key combinations. VoiceOver Help speaks keys and keyboard
commands as you type them, without performing the associated action.

No, I didn't get anything useful from that page either. There was a button to

in any case, even had had they been links.

It seems to be very graphics oriented or something.
Anyone found anything about keyboard commands?

No, I have not tried the iOS nine manual in iBooks. I guess I will. I think I
read somewhere on some list that it's got a lot more graphics in it. That can't
be good. But it can't hurt to try. If anybody find something on the web, it
would be great.

Subject: Up to date Bluetooth keyboard commands for iOS

I am looking for a complete list of the Bluetooth keyboard commands available
in iOS nine. Ideally, this would include all those inaccessible commands that
were newly introduced. But, since that is not so likely, how about a place to
find the general commands available for the OS? The ones I have seen online or
several years old.
