I had to pull my Amazon Basics Bluetooth wireless keyboard and see for myself what it does. I typed in Hello Alan. What I got was HHeelloo AAllaann. Cute maby as a special effect the sighted might find cute but voice over doesn't think it's funny at all. The strange thing is, I'm connected to my keyboard via bluetooth on my iPad and it works fine. I think too my batteries in the Amazon keyboard are shot. It worked double typing for about a minute or so. There was a second set of triple A batteries in the case but those were totally dead and I haven't got any more triple A batteries. Never the less, I was able to repreduce the doubling of charactors. So another bug found me thinkith.
