I guess you have three options after you create your own apple ID

1. Use family sharing. The family coordinator (oops, I forgot what the official 
title is) would have the payment information and all purchases would be charged 
to their credit card unless the purchaser had an iTunes credit due to an iTunes 
gift card. Then the iTunes credit would be used first.

2. You used to be able to have separate apple ID’s but still be able to log 
into the iTunes and app store with a different apple ID in the settings of your 
phone. For example, you could use your apple ID for iCloud and such but then 
use your partners apple ID for purchases. It’s not ideal but can work if you 
want access to in app purchases where an app allows one to restore purchases.

3. Create your own apple ID’s but just use your partner’s credit card for your 
payment information.

I personally prefer the Family Share option but the downside is that you can’t 
restore in app purchases. Well, I haven't’ figured out a way to do this. For 
example, the KNFB reader, to my knowledge can no longer be shared because of 
the in app purchase.
