I suspect you are correct with regard  to the phone preferring the native LTE 
signal over WiFi calling..  

I, too, have WiFi calling enabled on my 6 Plus after having A T & T Voice Dial 
service disabled, and being switched over to the HD voicemail system.  On my 
account, voice over LTE was already enabled.  

Anyway, today, on purpose, I went to a local mall where I generally have low 
cell signal, around -110 or greater.  Definitely not an LTE location.  So, I 
connected to the mall’s free WiFi system, just for this test, and made and 
received a couple of phone calls, just fine, via WiFi.  The status screen 
indicated that I was using the WiFi calling feature as it listed something like 
A T & T plus the name of the WiFi system.  I was very impressed.

closing the loop on my own wifi adventures, Someone may have mentioned this and 
I may have missed it but in order to see the ATT wifi network indicater I had 
to turn off LTE.  Someone may correct me but I suspect that because I have good 
LTE signal it defaulted to LTE rather than wifi.

Go to settings, phone, and in there, we'll be Wi-Fi calling, going they're 
interning on. It will ask you to putting your ZIP Code, once you've turned it 
on. Then you will wait a few seconds Wall it gathers all the information.
