When I reinstalled Windows 10 from scratch I installed iTunes after Windows was set up and at that point the library iTunes created was an empty library. Therefore I simply deleted the entire iTunes folder and pasted in the one I had previously copied to an external drive. If you have a new computer and already added stuff to iTunes you have to follow the last optional step of the instructions which is to add those songs from the folder you renamed or copied to another location back to the iTunes folder which contains most of your stuff. In my opinion it is best not to do anything after you install iTunes on a new PC until you have put back your old folder. Then open iTunes and everything is there as it was and anything you add now is no different than if you had added it to iTunes on the old system. It's basically an easy 3-step process, these are the steps for a PC: 1. Copy your existing iTunes folder to an external hard drive or USB drive. In your case you'd need a 64 Gb USB stick, but there are plenty of them out there if you don't have an external drive. 2. Once your new computer is set up and you have installed iTunes, move the new iTunes folder on your new computer to a different drive (just in case) or, if it's a completely new PC and you have done nothing in iTunes yet after installing it, you could just delete it. By default it will be in your c:\users\YourName\Music folder. 3. Now connect your external drive or USB stick to the new computer, locate the iTunes folder you copied from the old computer and copy or cut it with Control+C or Control+x, go to your Music folder and paste it with Control+v. Wait until it has finished copying. 4. Now open iTunes on your new computer and your library will be there, this will include play counts and all of that information and you can now simply connect your iPhone and sync it with the new computer. I recently went through this because after upgrading my laptop to Windows 10 it was somewhat sluggish and I decided to completely wipe it and reinstall Windows 10 from scratch and it worked without a hitch.
