I believe it is only on the rotor if you select it in the VoiceOver rotor settings, but there is a separate setting in the VoiceOver settings for typing Style, which is just after the rotor seting. If you set that to touch typing, you will always be able to lift your finger to enter the character you are on and it won't be in the rotor.
