I don't think this will solve your problem, but I ask, just in case.  When 
VoiceOver stops, have you tried the three-finger double tap?  That is a toggle 
to turn speech off and on, but VoiceOver is still running in the background.

  Hi all.  It seems that since I’ve upgraded to IOS 9.1 voice over freezes 
rather frequently, perhaps two or 3 times a week.  The only thing that helps is 
to hold down the home and sleep buttons for 10 or so seconds.  When voice over 
seems to crash I can usually still hear the sounds, but no  voice over speech.  
I’ve tried waiting a few minutes, but it doesn’t come back on its own.

        Also, the other night I was using the BARD app listening to a book.  
The book stopped, and none of the other books would play.  Voice over was 
working at that time.  Again, doing a hard re-set solved the problem. Very 
strange. Is anyone else noticing either of these issues?  Any thoughts.  Thanks.
