I too had this same issue, until late last night, it finally downloaded.

I've tried multiple times to download Blindfold Vee Ball with no luck. I
closed the app store, along with all other apps, and still no luck. I have
not yet tried restarting my phone or resetting network settings, but updates
from the App Store have downloaded perfectly all right, so I don't think
it's my phone being weird. Is anyone else having problems downloading this
app?
