I don't know about iBooks, but it's definitely possible to download large files 
via cellular data since I have downloaded Audible books which were over 400 Mb 
in size. When you said you went to the "appropriate settings" do you mean you 
went either to Settings > Cellular to make sure iBooks was allowed to download 
via cellular or to Settings > iBooks? You can turn cellular data for iBooks on 
either place, it's the same. I just made sure by turning it off in Settings > 
Cellular, then I went to Settings > iBooks and turned it on. When I went back 
to Settings > Cellular it was now also on for iBooks and when I turned it back 
off and went back to iBooks settings it once again was off also. I don't see 
why Apple would allow third-party apps to download large files via cellular and 
disable it for iBooks especially if the setting to allow it is there.
I think this limit which once existed of 50 Mb is long gone as people tend to 
have large data plans and also as Apple has made it possible to control exactly 
which app you allow to use cellular data. The one exception here still is 
Software Updates, Apple does not allow you to enable this via cellular and on 
the one hand that makes sense since software updates can be close to 2 Gb, but 
on the other hand it also doesn't make sense since there are countries where 
people may not have easy access to WiFi. As you said, if somebody has 5 or 10 
Gb of data it should be there choice whether to download a 1.5 or 1.8 Gb 
software update via cellular.

This morning, using my iPhone, I purchased an iBook which was over 100 MB long. 
I got a notification upon completion of the purchase stating that the book 
would not be downloaded until I was on Wi-Fi. I went into settings and make 
sure that the appropriate setting for using cellular data was checked and that 
the setting for downloading books was also checked. But the book did not 
download until I was back on my Wi-Fi at home. I want to know if there is some 
setting whereby I can tell iBooks or the phone or whatever that it is fine to 
download large files. I have 10 GB per month on T-Mobile, so downloading a 
large book is not a big deal. Surely, I should be able to download a big file 
over cellular if I want to.
